Actually the joke is that he is even though everyone, including the audience thinks he's a moron. He calls out the Towasangans on attempting to use the wars on Earth as an excuse to invade and smells immediately what the old Towansangan admiral was doing by trying to play both the Amerian fleet and the Capital Army fleet.

At the very least he's as smart as Mask, who's pretty smart himself, but without the crazy kuntala blood, which makes it funny when Mask mocks Klim. But Klim is kind of an egomaniac so his genius is a little wasted.
