You have to understand what evilness is.

Kaito was never evil. He wanted humanity to "evolve" into a species that would not see the weak treated in a bad way. He wanted a society that would help the weak become strong. His ambition was far greater than Kouta's. The difference between the two was that Kouta wanted to spare all humans without forcing them to follow a certain path, while Kaito wanted to ostracize those that he deemed unable to support this type of society. Ryouma was evil because he didn't give much shit about humanity. He wanted to cull the numbers, while attaining Godhood for himself.

Mach was clearly never evil. He just acted as such for plot reasons.

Makoto forced himself to attack Takeru. As far as I remember, he never wanted to kill him. He just wanted the eyecons in order to give his sister a body. Later on, he was brainwashed.

Now we have Hiiro, who is sort of like Makoto. He forces himself to side with Masamune in hopes of reviving his girlfriend. Considering Masamune revived Kiriya, Hiiro obviously has to give it a try.

Ryouma wanted something that he didn't need to have. While Makoto and Hiiro both want(ed) something that is a very important part of their lives.

And I thought Kiriya was coming back to create the Muteki gashat since he technically made Maximum Mighty.

It's crazy how insanely fast the pacing has gotten:

We spent about 23 episodes (not including the movies and specials) with Kuroto's wacky attempts to make KRC happen.

Then when it looked like Parad and Pals were going to be the main antagonists of the KRC arc, Kuroto came back 7 episodes in before Masamune kicked down the door and took the throne 2 episodes after. All this, Gemdeus, and the other turbulent status quo changes as detailed in those magazine scans. Sure, there was precedent, foreshadowing, and proper set-up, but the table setting lasted so long (and has so many recurring elements that you can't just separate it into two distinct arcs) that the speed of this all feels breakneck.

Okay, so I met this really cute, very busty girl. There's a whole weird sidestory there, beer, reddit and drunk furries brought us together. Turns out she's a cosplayer, big time weeb, (like "holy shit what's wrong with you" weeb).

We decided to introduce each other to new shows, and I decided on Sam Flam because if you don't like Sam Flam, you can be sure that we are not going to get along. Grateful used all the eyecons, Mugen used all the weapons. Infinity could used all the other rings but that was a standard feature all the way through. All Dragon however was all the elements so there's still an example.
Also OOO's didn't have an all the powers form but mix and matching powers was the gimmick from the start.
I think Hibiki might be the most recent to not have anything like that at all.

OOO didn't have an "upgrade" form in the show anyways. PuToTyra is just one extra form.

One notable thing is, that Wizard's "all powers in an upgrade" was limited to All Dragon, which wasn't used much, nor was it his final form. Ghost's also wasn't a final form. So, even though they got the "all powers in an upgrade" form, those forms were still insufficient compared to their final forms.

No we tend to over exaggerate how terrible the suits are and once we see it and it's good it's because the good writing of the show facilitates the suit design with complementary settings. Otherwise if the show was bad, we would probably attribute thepositives to elsewhere, like how the only thing good about wizard is the fight choreography and costume when both were just slightly average.
