The ones in the TV show, like that picture, are mostly used in Space so they have jet thrusters to zip around with instead of wheels.
The OVA versions are used in ground settings and have wheels built into their boot heels.

I think you're confusing ATs with Gundams/Mobile Suits. In VOTOMS, an AT sorta "skates" along the ground, with catterpillars. It looks sorta like a skier doing slalom. The ATs don't jump or boost with jet engines, like the Gundam. When in space, they have a Round Mover, which is sorta like a big thruster shaped like an X, that propels them forward.
Even prototype ATs rarely fly or boost jump. In VOTOMS, there's no "all-around" AT, because fights in the air are still done with helicopters and planes.

That's part of the problem, pretty much any possible documentation is untranslated. Most of the models and toys I've seen have a circular aperture of some kind in the arch of the foot though, leading me to assume it my be a vernier output of some kind.
