The difference between Ghost and Wizard is that Ghost has a sloppy plot whereas Wizard has no plot. Ghost's plot still isn't as sloppy as, say, Kabuto's, but it's full of ideas that it uses a little bit with but could have done so much more with. Just as an example, the Ganmeisers should have possessed the early victims of the week for almost the entire time they were around. That would have been a clever use of what are normally single-episode characters, by functionally making them into the new villains, and given the Ganmeisers a lot more personality than they had. The idea is there, they make a little use of it and it makes for some good scenes, but they could have really capitalized on it and they didn't. Having a good editor to focus the story could have made Ghost into a much better show while keeping the same basic structure of the story and cast. As it stands, I don't hate it, it's just not nearly as good as the shows around it.
