The thing with Animage is that is serialized Nausicaa and heavily featured all Ghibli stuff from thereon, so I almost think she's disqualified from the lists from years after 1983.

Well, They stopped being super popular after their show ended.
K-On ran from 2009 to 2011, with the main series being in 2009 and 2010 while the movie came out in December 2011, which meant they couldn't break into the 2011 nor the 2012 list. While they were on, they took the spotlight, but then K-On ended and everyone moved on.
It's the same with all of them, Lacus being pretty much the only exception, still being popular in 2007, but we don't even begin to understand how popular Seed was.
Even Rei was only on the list while Eva aired.
The same with C.C., only from 2006 to 2008. we might see her again in 2018 if S3 doesn't suck.
They still have quite a following, but haven`t broken through to top 5.
Also, as we get more and more shows every season, It becomes harder and harder to hold your ground.
Who cares for last season's favourite girl when you have 40 new shows with new girls every season?.
