It was likely a very short period. For an extremely brief period of time, people part of the Kuntala social class were used as food until other food sources could be prepared. People weren't born to be food, they only ate people who were already fully grown.

It's still completely fucking nonsensical, but G-Reco wasn't necessarily the best thought-out show in general. Hopefully the movies can tweak some things.

Political figures such as Cumpa and Zuchini are represented as bad, however the remainder of the cast, including Luin, are just stupid and/or hypocritical.

That was the Capital Guard's role. Cumpa instigated the war in an attempt to create Newtypes. Zuchini also created the Pirate Corps for the purpose of seizing more than his allotted batteries, but Bellri was the Megafauna's captive under the pretext that Cumpa was sending him on a secret mission to determine if Ameria had violated the Taboo, which he confirmed. He didn't defect until he discovered that the Capital Army also violated the Taboo.

Based on what we know of how microorganisms mutate in space, it's a possibility that the intention was that the extended lifespans cause more mutation in an individual due to the long-term exposure (this was part of Kun Soon's motivation), but that is an interesting question.

Isn't the most likely explanation that this story is an exaggeration created to drive people towards extremism?

The capital army is portrayed as rowdy young men who don't understand the horrors of war and think blowing shit up is cool and winning battles is cool. Klim may be likable but he's every bit as "evil" as a Capital Army soldier and acts more like a villain than a hero saying stuff like "Did you come all the way from Venus so I could kill you?" Even Aida was in a rush to kill Bellri's mom because she thought the glider was an enemy scout or something stupid. You completely missed the point of the show, which is that people rush into war because they haven't seen the world as it really is and underestimated the consequences. That's why we have people like Mashner regretting bringing Rockpie to war even though he's their best pilot and Kia resigning himself to a slow drowning death, leaving behind his lover and child, after he realizes that he just fucked up his entire colony. The show is full of people who didn't quite understand what they got themselves into until it was too late.

Thematically the only one who could be bad is Cumpa because he's a mastermind who set the war into motion but acts as an observer. Technically I guess you could also say that about that one CA general, Klim's dad, and even those Towasangan guys who are supposedly loyal to the Rayhuntons except they vanished in the end. One of the lesser observed themes is that people who get their hands dirty are more sympathetic because they must suffer for the sake of changing the world or acting upon it. It's a stark contrast from Cumpa who spends the entire show basically rubbing his hands from the base or ship just coming up with new weapons or ways to push the war forward. And it's ironic that he died thinking he was safe, watching the battle from afar with binoculars without even realizing his own ally brought the battle to him and even killed him. Even then Cumpa is another victim who didn't understand the weight of war, though he's definitely the least sympathetic character of the sho
