Chihiro's entire character is taken a look at the perspective of an Amazon that just wants to blend into human society. At the start of the series he's moody and really doesn't have anything going for him until suddenly he meets Iyu. Iyu is basically his ticket to being "normal" in his mind. He'll do anything for her because without her he'll probably go Feral since he has more trouble with his impulses than either Haruka or Jin ever did. So you end up with a sad monster trying to be human by using something that was once human. It's not even presented in a good light as every member of the cast points out how "abnormal" his obsession is but for him that's as close to normal as he can get.

He's just a monster that wants to be human, not like a human who became a monster like Jin and Haruka.

Haruka was wishy washy throughout season 1. He would literally tell people he had their back and then back out within a couple hours in-story time because "muh Amazons".

Sure, Chiriro's a stalkery lovestruck kid who is imposing his ideals of a girl on Iyu. But his character has been consistent. I don't see why his character has to change at this point. We haven't got to the point where Iyu either regains her sentience or him accepting that she's just a slab of meat.
