His Zaku custom is a MSG Variants thing. Probably when the series was made they wanted to show more stuff in the lines of enemy machine of the week and decided to show him using a fighter, or who knows.

Consequently this made people try to come to a reason why he didn't use a MS against White Base, which came vary from; "he was not a good MS pilot", "he liked to fly", "he wanted to best something in which that Char is not ace", etc, etc.

If you wanna know, the Garma Zaku appears in Feddie Hooligans and is mentioned in passing in that one break-dancing AcGuy manga.
I don't remember what happened exactly, but give those a read and maybe (or maybe not) it'll shed some light as to where the Garma Zaku was all this time.

I wonder what made Garma such an enduring character despite being in what, five episodes total?

Kaworu only appeared in 1 episode of Evangelion.
I guess some characters are really that special. Everyone probably remembers Garma because of his last battle and kamikaze attack. In almost every Gundam game that deals with the storyline, the "FOR THE GLORY OF ZEON" speech is repeated, there's probably a compilation of those on youtube.

Like other anons already said, his death scene is memorable and really is important to the plot, and with his fiancee he really seems a more grounded and relatable character, even today. There is also the fact that he is pretty, of course, as I remember a YAS interview where he said that the series staff got surprised to how he was popular with female fans, back in the 80's.

We can also add to the mix Katsuji Mori voice acting performance, which is always top notch. Him and Keiko Han are probably some of the best seiyuus in the original gundam.

Why does he even need a personal unit? It's not like Degwin, Gihren or Kycilia used one either. He was a commander, not a Fighter. He didn't pilot the Dopp either, just flew aboard it. As for why he's popular, I imagine at least part of it that has yet to be mentioned is that the manner of his death is memorable and makes him sympathetic since he goes down fighting while an ally betrays him and laughs about it.

Garma being a glory seeker is a pretty big part of his character, so of course he would lead from the front.
The Dopp is a one-man fighter, so he absolutely was piloting it.
And while Dozle is most closely affiliated with the Big Zam, he did also have a personalized Zaku. He was rather infamous for using it on battlefield inspections turned impromptu raids.
