Considering he was already a huge geek and that EVA had some western influences to it, I don't think it's that much of a stretch to say Anno's heard of Tarkovsky, I wouldn't be at all surprised if he's watched Stalker.
Now I'm not going to lie and say that the OP image isn't a big stretch, but I don't think it's unlikely some part of Stalker worked its way into EVA.
