I think he says he's doing it because it's fun too. He becomes more focused and balanced later once he sees more of the world and has Getter to occupy his intellect and creativity, but he's kind of an edgy asshole at first.

Hayato is overall a bit unbalanced, but even he is a good person. He was doing his terrorist thing because he thought nothing was more important than politics and wanted to take control to shape the world to what is right. Everyone in Getter is crazy to a degree, but they are all good people and never become Violence Jack tier.

Yeah but mostly I think it was a character designed to appeal to edgy kids becoming typical saturday morning type as the series came into its own. It's weird reading Devilman vs Getter Robo and seeing Getter Team act like teenagers.
