Dude was never the creator. He was never in a "Director" position for any of the Mega Man games.

He's a joke because Mighty Number 9 made huge promises it failed to deliver on. On top of the fact that when you get down to it, the dude had a bad ego.

He was the producer for those games after long time Capcom employee Tokuro Fujiwara left.

Inafune made his artistic protoge Hayato Kaji director of MM8. "Directed by an artist" explains a lot of the game's problems. Kaji has never directed another game since.
