I honestly can't disagree with xebec, if we're going by quantity and quality combined. If going by simple quality it would be Gainax: because they made only three mecha shows, all of which are classics.

If you've just started Z2 you probably don't have all its weapons yet. They also improve its armour and Akagi's Salaryman skill allows him to become a top tier pilot fairly quickly. It was one of my better units by the end of Z2 thanks to all its barrier pierce and the amount of DAMON you end up fighting.
