The timing doesn't match anyways, Kuuga happens in 2000, Agito in 2001, but Agito says that the "No. 4" incident happened 2 years prior.

I think Decade explains it best. In the world of Agito, the Lords would be protecting the humans from the Grongi, so there wouldn't be a need for a Kuuga.

It would be interesting if they were tied though. Kuuga has a darkness to his powers so it's possible that the Arcle belt was a gift from the Overlord of Darkness, making him the Ultimate Warrior of Darkness, while Agito is the Ultimate Warrior of the Light.
