I dunno why people still recommend Kabuto as a starting point nowadays. People did that back when OOO was airing, now I'd say that W, OOO, and Drive all do the "modern" KR feel better whereas Kuuga/Agito/Blade do the early Heisei better and then you have OOO or Fourze for comedy. and of course for Showa people can finally start with the original now that it's been fully subbed. Kabuto doesn't really do anything to be considered a good entry point anymore.

Because Kabuto is the midway point between the Early Heisei era as W started the 2d Heisei era so to speak.

And the fact that when OOO aired there is a reason people said to watch Kabuto and it still has a valid reason as a Kamen Rider show it has barely ro no Weapons combat and nearly everything is hand to hand.
And als wasn't overloaded with various upgrades or forms and kept the over all concept of Riders very simple and focused.

Super-1 had plenty of deaths in the 1st half of the show. Both the first and final arcs of the first half are filled with people dying. It's only the 2nd half that stops with that.

Black didn't have deaths though, aside from some of the people associated with Golgom.

Black RX had a few deaths in the final arc, but that's it, unless you count people from Crisis, but the show doesn't want you to do that anyway.

Kabuto himself remained the same but the situation and the people and other Riders around him had a slow and gradual steep.

So in Contrast to the MC it seemed very sudden. but the overall story had a gradual progression of seriousness.

If I am mis remembering something I will happily re watch Kabuto.
But I won't be convinced the tone shift was in any way equal to that of OOO. I nearly got a whiplash of emotions that almost made me stop watching it.

The only badly handled thing about OOO's pacing was in the middle where they were pushing Date hard. I thought both OOOs and Kabuto were consistent enough in tone, with both it was implied from the beginning that there was more shit going on than what it seemed. I've never seen anyone say that about Kabuto before. The tone is too spastic to be called gradual, Sasword in particular kept going back and forth between serious rival and comic relief character depending on which writer was on the episode.

There was a lot of foreshadowing regarding the meteor stone that was older than the Shibuya meteor. That eventually led to the natives, which, yes, changed how the plot worked since it wasn't just about killing worms anymore, but it didn't come out of nowhere.

The parts that are out of nowhere are just Hiyori getting stuck in a time warp due to her actress' issues and Drake coming in and out of plot due to his actor, but that had been happening since the 20s.
