You're probably thinking of Shirakura's opinion on the strange design choices lately.

His idea was if you go for a more bizarre or ostentatious suit and gimmick design right off the bat, you're gonna get attention by people going "What!? That's absurd!" and when initially they'll be lukewarm to the design, getting to watch the characters behind the masks develop and grow will cause the viewers to even enjoy the suits as well, due to a Pavlovian reaction between enjoying the characters who wear the suits and you associating the suits with said characters. Some examples of this are Ryuki, Den-O, Decade, OOO, Fourze, Gaim, Drive, Ghost, and Ex-Aid.

When you immediately go for a "sleek" or "cool" or "badass" for a design, the excitement's all at the start and it never retains the original surge, and ends up turning the suits into a not-as-interesting feature or decoration. We see such problems happen with Faiz and Wizard, which have great suits, but they never grow on you, it's pretty static.

That's Ishinomori in general. Make an odd, curious design with a bit of an over-the-top nature to draw you in, then hit you with as much crazy shit as possible.

The original Kamen Rider manga goes into themes like social degeneracy, pollution, and the growing control of technology over us, all of these problems being relatively minor back in the 70s but are even more relevant now. The man was a very insightful person on shit like this, and helped him stand out from his contemporaries.

Apparently the designs were sort of up in the air for a bit. For "quite a long time" (producer's words, not me), Gaim was going to have a bird motif instead.

Then when you consider that part of the toy gimmicks are locks, you can actually sort of see that there was most likely an idea around caged birds. Now take in the fact that there's an underlying motif surrounding the idea of youths getting to choose how they want to live (Kouta, Kaito) vs having their choices being made for them (Takatora, Micchy) along with the reversal of those roles and you can easily presume Urobuchi got started well before the sudden change to fruit samurais.

I hated Hiiro so much at first, but he's actually grown a lot over the course of the show. I'm honestly impressed. The Ex-Aid suits all look pretty good even for stage suit. It may just be because they're the newest, but I guess this is also the benefit of them being so simplistic compared to riders like Hibiki.

I wish Jirou's actor would get more Rider roles, he was great as both Zanki (For the little I saw him anyway) and Jirou and I would love to see him back again for another one. One thing I've learned from wandering around Japanese twitter is that as popular as local heroes get, sometimes their villains are just as popular, if not moreso. Five Card Honey is supposed to be the arch enemy of Kitagata Setsuko, but she also does stage show appearances and even live concerts on her own.
