I'm sure that someone is going to point out some little details like 'the feet are a totally different art style, you casual!' but this looks like the most stereotypical gundam I have ever seen. If you told me this design was from 10 years ago and had been posed on /m/ regularly since then, I'd believe you. I'd even believe I had seen it countless times before.

They probably didn't design it at all. They most likely took on a contract to write a visual novel that would be adapted in to an OVA like Fukui did with Unicorn, and like that Bandai probably hired someone else to design the mechs under guidelines from Bandai themselves. Sunrise probably dictated a lot of the plot as well, just like they almost certainly did with Unicorn.

As far as I know, the retcon comes from the Day After Tomorrow manga. I don't think any of the original gunpla kits/materials state/describe the Dijeh as having more than just the monoeye, but the Gundam eyes are apparently well received enough that Bandai incorporated them into the RE/100 Dijeh.
