Since the way Cyber Newtypes work hasn't been officially discussed in any fashion in the shows, I assume the clones where also Newtypes, but where augmented so they could be easier to control and prevent another Elpeo Ple situation.

While I have no idea if a non Newtype can be turned into a Cyber Newtype (my only assumptions on this are Mashymire and Chara), we do know they can make Cyber Newtypes out of regular ones thanks to CCA (when Quess joins Char).

Oh yeah, I should also point out that between the Zeon Cyber Newtypes and Federation Cyber Newtypes have a few differences, Federation one's need drugs from time to time, and seem to be generally less stable (recondition seems to fade rather easily, while the Zeon one's seem to stay conditioned for much longer, and it's apparently harder to break).
