They've had reason to rebel with decades. Reason was never really missing or in doubt. It's always been more a question of whether their actions in pursuit of it and how the Zabis twisted that cause to make it essentially meaningless are worthwhile. And to most people, they're not.

Missing politics is more about how sparse the details of how each are run, how you never see political tension between them etc. Things like how Side 3 is apparently democratically run, but the Zabis always come off as monarchs, suggesting everyone there is okay with their obvious nepotism and co-opting of government.
