That's impossible, because REX clearly has a full-sized cockpit, and it's a plot point that Sahelanthropus couldn't have an adult pilot or AI, so at the very least it wasn't just putting the old head on a new body.

Also, keep in mind that by the time it's finally built - Rex is an antiquated design, armed with modern weapons and using advances in armor not available at it's inception, but it's still a fifty year old design when it was finally realized..
Granin designed Rex way back in the Sixties and sent the plans to Huey, who improved them into Zeke(Yes, Zeke is an upgrade over Rex), then finally went balls to the wall and made himself a Gundam with Sally.

Rex is a more optimized design, benefitting from advances in technology since the 80s in addition to not being a walking controversy in the making by not having that ability to collect what remnant bits of fissile uranium can be extracted from DU into just enough 235 to go nuclear.

Sally definitely exhibits experimental features befitting of a machine made by a man who just really loves technology and doesn't concern himself with how it affects anything but his ability to build more of it, but a lot of its features are experimental hoohah that would never clear government approval like ArmsTech's Rex project would need to.

Sounds pretty accurate actually. I distinctly remember Granin whipping out fucking blueprints for REX back in MGS3.
Likewise, Emmerich conundrum with the control system does feature in the tapes.

It makes for a more organic progression with ST-84+30yrs = Ray, than Rex and Ray being made pretty much concurrently, considering that a working prototype was ready just two years later, using technology decades more advanced.
