Newtype has very specific audience. KF is just not their type of anime. Serval at top 8 is already a big achievement.
The same page also lists top 10 anime based on twitter posts (purple in lower right). This rating includes the whole twitter, not only Newtype audience. And KF is still #1 there.

First of all NT voting takes place one month before issue release. Orga and McGills were still both alive.

And do you know why they never show amount of votes? Any character polls with big amount of candidates always have huge standard deviation. Just check for example charapedia seasonal polls or thwiki 2hu polls. But in this case you can vote for literally any anime character in existence, the standard deviation is even bigger. 1st place most likely gets like 5% of total votes. I don't know how many people participate in this poll, but I wouldn't be surprised if just 50 votes is enough to get into top 10. That's why any minor announcement or event is enough to get a character into top 10 of the next poll. For example this month it has Sheryl and Ranka because of some music video announcement.

So if 5,000 NT readers watch IBO and 10% of them like it (all numbers pulled from my ass just for illustration of my point) they can still easily generate enough votes to get character into top 10. Because 4500 readers who don't like IBO will spread their votes across hundreds of characters.

Every Gundam will always have its characters in top 10.
