This is a case of a character being more sympathetic in the source material.

Loni didn't just want a family, but she was the only member of her own family to be vocally outspoken against the Shamblo's rampage through Dakar. She ended up getting shot by her own father for it, and her last action was to subconsciously relay to Banagher where the Shamblo's weak point is so he can put an end to it.

I blame the OVA for not giving her enough attention. The least they can do to remedy this is to give her more side materials to fully flesh out her character.
