It's not that they can't, they just have no desire at the moment to buy the remaining rights they would need for the story. From what I understand they own the ms designs so they make the kits and RDs that they want. If they really wanted to make an AOZ or Sentinel anime they very easily could, they choose not to.

It's more like the Dendrobium, a support unit for the MS to dock with, and it has it's own power source.
