Because of miscasting, wrong script and just general bad decisions by the director. If I recall, Devilman had some money behind it, so it's a project that went wrong. This is unlike Uwe Boll who set out to make shitty movies from the get go.
The movie was delayed for half a year due to fan complaints. and the staff apparently retooled it but I guess they didn't do enough.
