According to the MG manual it was most likely created by people who left the solar system. The fact it's made for newtypes makes it more likely to be human or human descendant in origin too. If it was designed by aliens it would probably have a more alien form for one thing, rather than a human shape. I'm pretty sure that Tomino's translated setting notes that some namefag did a few years back from a book released about the time of Turn-A mention the same things too.

Uso had like triple Amuro's skill count and was a fucking great pilot, canonically much better than Amuro, who wasn't even actually that good.
