That's like, every Godzilla movie. Hell it's standard for Big G to not even show up until the 3rd act.

It's just tolerated better with the japanese films because the average godzilla film is 90 minutes, while 2014 was 2 and a half hours, meaning ANOTHER full hour of the humans first.

Godzilla doesn't show up until the 3rd act of Final Wars either, it's just offset by having lots of other monsters before that point.
