In the movies, instead of pulling out its atmosphere re-entry tarp, the Gundam positions its shield in front of itself, and the Federation-symbol on its crotch flips open. Frozen air, presumably nitrogen of some sort, is then shot forward from the crotch into the back of the shield, cooling it and easing the heat from atmospheric re-entry. It still fucks up the gundam but at least it survives.
This method has been carried over to all future productions depicting the original 0079 story.

Hindsight nothing, he comes across pretty chill for much of the series. I distinctly recall that scene where the Plants are baying for blood and he's the sole voice of reason going "You know, we should really just measure out our response to avoid another near genocide". And then when no-one listens to this he gets Meer to say it instead, and when confronted by Athrun over it his response was basically "Look, I concede it's extremely silly for a head of state to lean on an idol singer, but they won't listen to the governer they themselves elected and *will* listen to 'Lacus'. So if dressing up a body double as a pretty pink pop princess is what I have to do prevent another genocidal war that's what I'll do, and to hell with how silly it is".
I get the impression he really was sincere about helping people; he gave the love of his life his blessing to go off with some other guy even though it shattered him since he knew it was what would make her happier, and his motive was largely that he refused to believe Rau's nihilistic (and not far off base) outlook about the inevitable outcome of natural/coordinator relations, and wanted to find some way people could mellow the fuck out, stop hating each other and be happy. He was just shaped by his own unusual life experiences and was alone, with no confidante to slap him upside the head for coming up with such a dumb plan.
As an aside, whether his motives were sincere or not, he was totally right about the weight of Yzak's actions changing his temperament for the better, in Destiny he's still a grumpy jackass, but he's noticeably more mellow and even tempered.
