Yeah, normally it's the other way around. I enjoy seeing the villains be successful. So many shows expect us to stop caring about them as people just because they're the "bad guys". But the fact is, the villains put in a lot more work and effort than the heroes do, they deserve to get to wear the plot armor. Like, sure, you can complain about Rustal having such a hugely overpowered fleet and it being unfair. But he earned that fleet, damn it. Organizing a military operation is a big and complicated thing, and he should be rewarded for all the hard work he put into that. It's not fair for some force a thousandth the size of his to win just because of some ill-defined "fighting for what they believe in" nonsense. The villain fights for what he believes in, too, otherwise he wouldn't be doing this.

Mika has had development. Its just not as pronounced as Setsuna's was and maybe as realized. Mika started off just a vessel for following Orga, but through interaction with Kudelia started to want more. Like learning to read and wanting to be a farmer. Season 2 hasn't really gone further with that foundation. Like maybe him having some doubts after sacrificing his body and not being able to help Biscuit grandmother anymore.

I think OG Toonami/AS proved that you can solve a lot of Gundam's problems in general by ratcheting up the airing schedule. Wing would have been intolerable as a kid if it hadn't aired every afternoon, and the OVAs worked way better aired weekly, instead of spread out over the course of several years. But I suppose that's not sustainable financially.
