I don't think Toei shot any themselves. That footage is only because Saban wanted to s̶p̶y̶ ̶o̶n̶ learn from Toei to try and recreate some of their techniques in shooting scenes really fast.

Yes, but the problem is that RRR's subs are guess subs. Over-Time, meanwhile, moves at a glacial pace at best for its subs, chiefly due to video issues, although half is done.

As for the TLDR story details, Captain Ryuya used to be TimeRed, with circumstances causing him to be stuck in the future, so he aids the others by a distance. Eventually, he was manipulating everyone so he could avoid his own fate that the future had for him.

Wow let's not get crazy here. It's more like it's got Smile Precure syndrome where due to parental pressure it all became, and I quote the producers, "Bright, fun and easy to understand".
