It was most likely an edict by male commanders to try and make the military more gender friendly, rather than enacted because of complaints from women. Going by the pictures of Abu Ghraib, and stories from the front lines women are just as willing to partake in all the fun of the field, even the illegal and kind of disgusting stuff given the chance. And female pilots would probably like the chance to put beefcake men on the nosecones of planes if they were in charge.
