Most likely around 18 or 19.

When it comes to Gundam, most characters are either in their teenage years or above 30 -- practically no characters get introduced in their 20s unless they're being used as some kind of plot MacGuffin for the main cast or otherwise inconsequential. Characters that we do see in their 20s (like Amuro, Bright, etc) are usually characters that were introduced to us in their younger teen years; or in the case of Ramba Ral, in their 30s.
