It was not. There's a bunch of references to plenty of Ishinomori shows, but people only got the most obvious ones. Take a look:

Also, as a prequel, it makes no sense. Joe is mixed blood, the very first volume mentions he has brown hair because of it. It's kinda of the point. This assumes both his parents are japanese. Also, both the 2001 series and the manga gave us a brief glimpse of his mother and she's definitely not Kiriko. Unless this is a crazy alternative universe, but 009 might not happen in it. Even those cyborg soldiers from earlier are voiced by their respective numbers from the 2001 series. It's all very loose connections.
