Just like Patlabor 2 it improves on an episode of the original Patlabor 13-episode OVA series.
Patlabor 2 and WXIII are hated by people that think Patlabor is just the tv series, and those 2 films are too different in tone from how the tv series approaches the characters.
I have no problem with WXIII as I didn't have a problem with Patlabor 2. But then I've always viewed the original OVAs as being the best Patlabor had to offer, even better than the tv series.

After years of being told by /m/ that it was barely even Patlabor and putting it off, I actually really enjoyed it. I don't think Patlabor benefits from an Evangelion psychosexual drama, but it was a fun enough detective adventure.
