they just strapped guns and be done with it. the guns are not even in the same aesthetic as the F91, but fits better on Heavy Gun

The plan for F91 Power Weapon Type was IF VSBR isn't ready in time, they will strap the beam gatling and anti-ship missile launcher onto F91 for the time being.
