Yes it did. It was Ninninger's secondary weapon instead of the morpher, but it was 1 to 1 that. Saban is way to lazy to design their own toys when they could just use Sentai designs.

It's not that Americans don't care, it's that the companies behind the shows don't care. They don't use theme songs to get you hyped and ready for the show, or leave an impression, they use it as just that, an intro of a few seconds and then the show. You look at pretty much any American theme song and you will likely never find a long, or full version, all that exists is what you hear. Not to mention, any actual theme songs will have to be made and recorded by amateur bands, since no famous musicians will ever tarnish their brand by making music for KIDS SHOWS (the only exception I can think of is Reel Big Fish, that did a fucking theme song for Rave Master)
