Kabuto's ratings fell once Inoue started writing for it. Kiva had poor ratings, toy sales and Inoue's writing itself shafted the toys. At the same time, Inoue's The Next bombed - It's still today by far the lowest box office for any Heisei era Rider movie. That combo seems to have killed all the good will from the early Heisei years.

Outside of tv series, he wrote the OOO part of Core and Kamen Rider 1 (which was heavily criticized as too slow in Japanese reviews), so that kind of thing doesn't help him regaining his former prestige.

If you haven't noticed, W was 6 years ago and his fame has only increased since then, whereas the other ex Kamen Riders... not so much. Suda has more buzz than any male actor in Japan right now. That is how a lot of these agencies work though. They'll take the plunge and push actors they think could be hit. It's prospective, no one watched Kamen Rider W and went "I want that crossdressing guy to play Shinpachi in a live-action Gintama movie!" or whatever.
