Korea is more centered on high-speed city life and the latest trends. Japan is too, but is just slightly more focused on the quiet, rural countryside than Korea.
At least, that's what I've seen from experience.

I mean, Korean animation was only starting in that period, so it's natural to take some inspiration from our more experience Japanese counterparts, but to rip off entire series and slightly change the plot with shitter animation is just plain bad.
