That actually wasn't what happened. Katoki wanted a new Wing anime so he could make new designs. Instead they made a novel and said it would lead to an anime. He then refused to let the novel use his new suits because he wanted them animated and not in a novel. So the suits in the novel for the most part aren't designed by him. He did the Scheherazade that got a cover and did Snow White after being begged. But it was said by the writer that he doesn't believe the Snow White he was given was the real one and that Katoki probably changed the design.
