If the two Turn units contain DG Cells, then Devil can be reborn from them.
They're hardly "perfected" anyway. They're hilariously slow compared to Devil's nanomachines, and besides which both of the Turn units went berserk and refused pilot control in ep 50. How perfect is a mobile suit that you have to jump out of and run away because it goes berserk?

What if that was just the will of Devil co-opting both Turn units so it could rebuild itself from them?

The Devil Gundam's nanomachines are basically useless. They're only good for producing mass and taking over existing stuff that's less advanced than it.

The Turn A's nanomachines have to repair a machine that's capable of turning anything to dust the second it touches it.
