Not really, the movement is still rather lazy, consequence of the animators being told to draw a complex and detailed design and maintain early episode level of detail.
The best of the animation is done when Exia is the only subject of the scene, and it's really just glorified poses with the occasional off-screen burst of fire. Once you pull away and see the Enacts the mobility noticeably tanks.
The entire sequence deliberately keeps complexity to as manageable an amount as possible, and due to the Gundams being highly complex designs in S1 you can see they're running up against their own animators' limitations without resorting to these tricks of the trade.
That said, yeah it's still not QUALITY.

First HD series plus Mizushima is well known as having a very strong rapport with animators down to the most junior level. Also 00 had 2 or 3 years of pre-production starting development back when SEED-Destiny was still airing.
