Because it can basically give any normal pilot the same level of control and reflexes over an ms that a newtype has. Newtypes are rare as fuck and artificially created cyber newtypes are expensive and unstable.

And the whole needing to cut off the limbs thing is basically just an early version of the tech. Imagine what it might be in another decade or so.

The thing is that the parallels between Zeon and Imperial Japan were likely meant by Tomino to serve as an indictment on Imperial Japan and its actions.
