Mecha is a wobbly term. It can mean any kind of machine, taken in the Japanese sense. It can mean a humanoid or walking/limbed robot, taken in the english usage. It's often used to refer only to piloted, limbed giant robots.

I don't know a great deal about Jeeg, but fusing or transforming into a Mecha is pretty close to piloting it. The essential factor of on-board human control is basically the same.
