Japan's productions may sometime seem crazy and weird superficially, but when you look into them further you will see the conservative, old producers and directors who run the machine and have more traditional ideas when it comes to script writing and casting. Kiva is still pretty similar to post-Decade series, it's mostly stuff before Den-O that you'd get a big tone rift.

As for the quality of the series, the first half is actually pretty good (the past timeline's plot is better than the modern one but at that point the modern one is still fine, just inferior). Then it devolves into relationship drama, destruction of entire characterizations, and retarded plot devices. There's a few good moments here and there but for the most part it's pretty damn bad by that point.

The past is 10x better than most of the present due to Otoya, Jirou, and Yuri. Nago and Megumi are the only ones who even make the present bearable. Wataru never really gets better and almost nothing is explained of anything in the actual present so Wataru sort of just ends up in situations where a Fangire is doing something stupid leading him to a fight.

Otoya is never allowed to win in the past because that means Wataru doesn't get any fights so they just relegate Otoya to getting kicked out of Ixa or the monster pulling a Wizard every time.

The first half of the show is tolerable, but the second half turns up the drama and new characters are introduced just to cause conflict or old characters have the way they act completely changed for next to no reason just to make things even more annoying.

The fights pretty much shift from you seeing the base forms showing off to Tatsulot screeching in your ear every episode after the 20s because the base suit was too heavy, so almost every fight after that is in Emperor form. Gimmicks are introduced for a single episode and never seen again. Ixa's face bike and mech were used for a whole one episode, Kiva rides his bike like twice in the entire series, Castle Doran is used in maybe two or three episodes outside of it just being the main three Fangire waiting room, and Ixa might as well not even have the other four or five Fuestles he has on his belt as I don't think he even used two or three of them during the entire show. Basically, imagine the show's gimmicks like that one thing Kabuto had that shot out beetle things, except that's pretty much everything's importance.

The worst thing is how underdeveloped many characters are. Shizuka never gets explained at all, not even who she actually is or why she's with Wataru, Saga just farts around being both friend and foe, Jirou is the only one of the Fangires to get development, green and purple get absolutely nothing, etc.

Beginning was monster of the week done right, then a couple dumbass arcs and by the end only the secondary riders (obviously including Kamen Rider Jun ) and a couple villains were worth it.
Battles sucked, and I personally didn't like the main Rider design. Kamen Rider Mach looks cool af and so do most villains.
Main heroine only makes it in the top 3 cutest because there ARE three female characters but is otherwise unimpressive.

A lot of people seem to have liked it though, so you'll probably enjoy it.

The reason there wasn't a shown immediately after Black RX was because the main producer at the time was angry at Ishinomori approving the Kamen Norida parody. He's quoted in an interview in the Japanese wikipedia saying that after Norida, it became impossible to work on a Rider show again.
