Was Peacemillion forced into Gundam W's plot?
Who was Peacemillion supposed to represent? What was Howard's deal? Just some massively powerful independent faction with no backing or even title?

Peacemillion was a ship meant to explore the solar system. Howard was in league with the scientists which is why he was helping Duo early on and continued to help them throughout the show.

Peacemillion was just the ships name Howard's crew was the Sweeper group who was more or less the junk guild and just sorta supported the Gundam pilots.
