Katz was a dumb piece of shit, and he reaps the consequences for it. Kamille started as a childish jackass too, but he had the skills and luck to survive long enough to mature, Katz didn't. In that respect he serves his purpose as a character. No problem there.

Nina on the other hand never gets any form of comeuppance for being an accessory to a war crime. Other people take the fall for her and she's still considered a saint. Her character wouldn't be seen as so reprehensible if she was thrown in prison, executed, or shown at least being even considered remotely responsible for what happened.

Not even going to comment on Suzaku and Slaine, don't expect quality characters from hack writing.
