Hands are pretty delicate, really. Lots of joints to dislocate. It's probably less that they couldn't make hands and more that they couldn't make ones strong enough. Claws are a simpler design, more robust.

Believe it or not, han hands are some of the most complex mechanisms ever conceived. You may thing they're pretty simple, but there are a ton of joints and machines just aren't capable of the smooth, incredibly precise movement of a flesh hand.
