It's just popular mainstream anime for each decade that the regular Joichi have seen, they're probably not trolling. If they asked on /a/ you'd get even less shows in total considering the narrowminded echo-chamber you get there. That being said I've only not seen 2 from the 2010s, but there are definitely a few highly questionable entries there though. Tsukiuta? Ben-to?

A lot of popular stuff simply doesn't have staying power. Like there are some series that were fucking everywhere when they first aired that strangely aren't anywhere on the survey (Lucky Star and Madoka are the first to come to mind).

Still has shit results, but recency bias is obviously going to factor into the current decade's results.

That's a pretty awful list, and I don't just mean the 10's coloumn. Stuff like Dr. Slump & Crayon Shin-chan hardly deserves to be there while there are some glaring omissions from every decade since the 70's.
