They are more or less military police.

The difference between police and the carabinieri(or gendarmi) is that the police answers to the ministry of justice while the carabinieri are more of a national military force who answer to the president and the nation, they also happen to share most duties with police forces, but the carabinieri might also be sent to do some international work in other conflicts while policemen can't.

Historically speaking, like most european gendarmerie, they're a structural remnant of the old kingdom where the carabinieri answered to the King only and therefore the state, that is also why they're particularly proud(eh) of donning their admittedly classy uniform, though the same can be said of most military forces in the nation, my gramps was a colonel in the air force and he too had his share of parading around in uniform with his sabre and all, no cool cape for him though.

I personally prefer the uniforms for the Marina, it's less flashy but at least you're not forced to wear those ridiculous hats and spend hours checking your suit.
