Kouta really hasn't appeared enough post series for that to be an issue. The lack of an All Riders movie last year probably helped too.

This time though, we're probably getting Gaim as a minor Rider in SHT 2017, so it'll be interesting if they acknowledge him as a god once again. Even though he doesn't appear out of suit in Heisei Generations, he still was marketed as one of the protagonists. But it'll be interesting to see how far along they'll remember that.

Here's the biggest problem with that statement.

The show has repeatedly demonstrated that all of the Amazons go feral eventually and WILL start killing people. No exceptions, no miracle cures.

So even though he's condemning sentient beings to death, we have no reason to believe that there is ANY possibility of a coexistence endgame. Either the Amazons are exterminated, or humanity will have to learn to accept the possibility of getting murdered and eaten if a feral Amazon isn't put down in time. Hell, not even then, you saw the restaurant where non-feral Amazon were still eating humans who had been murdered, and trying to assure themselves that it was okay because they didn't do the killing personally.

1 Just because they look more realistic and 2 because all the eyes are a contrast to the main colour scheme for the other riders.

The one thing I need to Add for Shakariki is Hair. All the level 2s get hair while all the level 3s get a helmet/hat/mask. I cheated a bit with Gekitotsu Robots as I thought it'd be more appropriate for a robot to be bald.

I guess I might as well go in more depth with this. Between all four riders you will have Level 1, 2, 3, 5, 10, 20, 50, 99, and whatever Ex-Aid's final form will be.

Obviously 1 and 2 are whatever rider you pick.

For Level 3 you will have G. Robots, S. Sports, D. Beat, and J. Combat at your disposal. Unless you're Lazer.

Level 5 is DKHZ, with the personal armor first, and eventually the full dragon.

Level 10 and 20 is a sequel to your base form, much like Mighty Brothers XX. What it is is up to you.

Level 50 is a Dual Gear, presumably giving you two forms. Brave and Snipe are tied together while Ex-Aid is tied to Lazer.

Level 99 is another sequel that needs to look like a Level 1, so that it can cast off into your final form.

Choice is yours.
