I personally got into it without learning anything by watching Saki and Akagi while looking up anything that I found interesting.

Some people learned from the included Mahjong game in the Yakuza series.

And some people started learning by playing arcade porn games in MAME.

This is a pretty good game for learning. (Don't bother reading all the instructions beyond the basics, just play around with the basics and get used to the tiles.)
