It seems fairly clear that Kira in SEED just prefers not to kill unnecessarily, not that he's flat opposed to any sort of killing. He never chastises his allies for always going for killshots either.

It's Destiny where Kira goes off the deep end, and there's certainly plenty of other problems with the last act of SEED, but Kira's low-body count stance is largely inoffensive on its own. If you want to see real shitheel behavior in that regard, look at Kio blocking his own allies' shots while letting the Vegans murder them.
